This version of the Oracle PartnerNetwork (OPN) Membership Subscription Guide applies only to Oracle PartnerNetwork members subscribed to or looking to enroll in Oracle PartnerNetwork Numerical Levels 0 through 3.

Welcome to the enhanced OPN program! This program puts you in the driver 's seat, enabling you to select the benefits and incentives that are aligned with your business investment decisions. We 're excited you 've decided to join and look forward to driving joint customer success and business momentum together.

    In order to access any Oracle PartnerNetwork (OPN) information, benefits, or Oracle Partner Credits, partners must join the program as a member by subscribing to an OPN numerical Level. Numerical Levels with updated benefits and incentives were introduced by Oracle as part of recent enhancements to OPN. Further information about the new policies, benefits and incentive programs can be accessed here. Partners who are interested in joining the enhanced OPN program can follow the below guidance to subscribe.


  • 1. What Oracle PartnerNetwork Membership Types exist?

    Partners can select one of two types of membership for their enrollment into the Oracle PartnerNetwork (OPN): Principal or Associate.

    • Principal: Partner is a single entity or has subsidiaries in one or more countries who could join OPN under the Principal 's OPN Agreement. Typically, a company's headquarter entity has the central role of executing all agreements, selecting, and paying for the Level subscription fee, approving Associates, as well as managing benefits, Oracle Partner Credits and partner designations, including Expertise and Oracle Validated Integrations.
    • Associate: Partner is a wholly or majority owned subsidiary of an existing (Principal) partner as defined in the OPN Agreement. The Associate 's membership will be associated to the parent (Principal) company and will be subject to the terms and conditions of the OPN Agreement executed by the Principal entity. To enroll as an Associate, the Principal (parent) company must be an active OPN member before the Associate can enroll, since the contractual terms of the OPN Agreement will be signed by the Principal. The Associate 's enrollment will be reviewed by the Principal prior to being approved.

  • 2. How can partners subscribe to the enhanced Oracle PartnerNetwork program as a new Principal?

    The term "Principal" or "Principal OPN member" refers to the entity that is accepted into the Oracle PartnerNetwork pursuant to the Oracle PartnerNetwork Agreement executed with Oracle.

    Partners beginning the enrollment into enhanced OPN as a Principal should consider the following elements of the program:

    • OPN Numerical Levels: Partners will have to select an OPN Numerical Level for their membership. OPN now offers numerical subscription Levels (Levels 0 and above) designed to provide differentiated benefits and resources to assist partners in engaging with Oracle and Oracle’s customers. OPN Numerical Levels provide partners the flexibility and choice to determine how best to invest in benefits and incentives that add the most value for their business.     • Enrollment in Optional Paths: Partners subscribing to enhanced OPN Level 1 or above can enroll in optional Paths at no additional cost, based on their go-to-market focus areas. Optional Paths include an Industry Healthcare Path and a License and Hardware Path. Partners can enroll in optional Paths anytime during their membership term, however, the Path enrollment will be tied to the membership date.

    The individual completing the subscription process on behalf of the Principal will take on the Partner Administrator role and be authorized by the Partner to agree to the OPN membership terms. Additional individuals can be assigned as Partner Administrators following subscription.

    To get started, the Partner Administrator will need an Oracle account tied to their company-specific email address. To create an Oracle account, follow the steps below:

    1. Go to the Create Account page.
    2. Complete the "Create your Oracle account" form using a corporate email address.
    3. Check email inbox for an email prompting email address verification.
    4. Once verified, log in on the Oracle Account page using the new Oracle Account credentials and click "Sign In".

    Partner Administrators can follow the below steps to enroll the Principal in enhanced OPN:

    1. On Oracle.com/partner, click "Join Now" to learn more about subscribing into the Enhanced OPN program.
    2. Click "Subscribe to an OPN level" and log in using your Oracle Account credentials.
    3. Click the "Start a new OPN membership" tile, then select relevant tiles to help determine the best fit for your Membership Type and Level. Then, select your preferred Membership Type (i.e., Principal) and Level (clicking on a Level reveals associated cost and benefit details). Click "Next."

    4. Review the "Ready to Subscribe" page, check the box to acknowledge you assume the Partner Administrator role, then click "I 'm ready to subscribe" to begin the subscription process.

    5. Complete the form with your Company Information, Contact Information for the Partner Administrator, and Additional Contact Information – visit the "Helpful Hints" page for definitions and further detail, if needed. We also highly recommend adding an Alternate Partner Administrator, if possible, who can support in managing and overseeing the functional interactions between your company and Oracle. Accept the Oracle Partner Store Terms & Conditions. Once complete, click "Next". Note, this step does not appear for renewing partners.

    6. Verify Company Address Details and Contact Address Details. Click "Edit Information" if needed. If everything looks accurate, click "Continue".

    7. Select Membership Type and Subscription Level – you 'll see these have been pre-selected based on your initial inputs, but can be changed here if needed. For Levels 1-3, fill out the information under the Incentive Questionnaire, such as the Incentive payout method and who can place orders against Oracle Partner Credits (Principal or Associates), as well as associated approval mechanisms. Click "Next".

    8. Fill out the Program and Enrollment Questionnaire – visit the "Helpful Hints" page for definitions and further detail, if needed. For new partners enrolling into Levels 1 and above, select whether you would like to subscribe to optional Paths – clicking Yes will lead you to select the optional Paths on the next page. Click "Next".

    9. Review and accept the Oracle PartnerNetwork Agreement and print a copy for your records. Online Acceptance enables you to read through the Agreement online and click accept at the bottom of the document. The Offline Acceptance method will require you to print, sign, and upload the signed Agreement before being able to proceed. Click "Next".

    10. Complete payment details, select payment frequency (for Levels 2 and 3), and add your payment method by clicking "Update Payment Method". Note that different payment methods are available depending on the Level you selected. Click "Next".

    11. Review all populated information and selections. Make any edits, as needed. Once ready, click "Submit".

    12. Once submitted, you 'll be presented with a confirmation page that recaps your submission information and will also receive a confirmation email.

    During the membership enrollment process, Partner Administrators can save and resume an enrollment later by clicking on "Save" on the bottom left of the screen.


    To resume a saved enrollment, log back in according to the guidance from step 1 and the system will bring you back to where you left off.

  • 3. How can partners subscribe to the enhanced Oracle PartnerNetwork as a new Associate?

    The term "Associate" or "Associate OPN member" refers to those wholly and majority owned subsidiaries of the Principal that are accepted into the Oracle PartnerNetwork pursuant to the Oracle PartnerNetwork Agreement executed by their Principal and the Oracle PartnerNetwork Policies.

    Partners beginning the enrollment into enhanced OPN as an Associate should consider the following elements of the program:

    • OPN Numerical Levels: OPN now offers numerical subscription Levels (Levels 0 and above) designed to provide differentiated benefits and resources to assist partners in engaging with Oracle and Oracle’s customers. Partners joining OPN as an Associate will have the opportunity to enroll in the same Level their Principal has enrolled in. 
    • Enrollment in Optional Paths: Partners subscribing to enhanced OPN Level 1 or above can enroll in optional Paths at no additional cost, based on their go-to-market focus areas. Optional Paths include an Industry Healthcare Path and a License and Hardware Path. Associates can benefit from any Paths the Principal has enrolled into. If the Associate wishes to be enrolled in an optional Path that the Principal is not enrolled in, they must ask the Principal to enroll. If the Principal has enrolled in an optional Path, it will automatically be applied to the Associate as well. Partners can enroll in optional Paths anytime during their membership term, however, the Path enrollment will be tied to the membership date.

    1. Go to the Create Account page.
    2. Complete the "Create your Oracle account" form using a corporate email address.
    3. Check email inbox for an email prompting email address verification.
    4. Once verified, log in on the Oracle Account page using the new Oracle Account credentials and click "Sign In".

    Partner Administrators can follow the below steps to enroll the Associate in enhanced OPN:

    1. On Oracle.com/partner, click "Join Now" to learn more about subscribing into the Enhanced OPN program.
    2. Click "Subscribe to an OPN level" and log in using your Oracle Account credentials.
    3. Click the "Start a new OPN membership" tile, then select relevant tiles to help determine the best fit for your Membership Type. Then, select your preferred Membership Type (i.e., Associate) and your Principal entity from the drop down. Your Level will populate based on the Level your Principal is enrolled in. Click "Next."

    4. Review the "Ready to Subscribe" page, check the box to acknowledge you assume the Partner Administrator role, then click "I 'm ready to subscribe" to begin the subscription process.

    5. Complete the form with your Company Information, Contact Information for the Partner Administrator, and Additional Contact Information – visit the "Helpful Hints" page for definitions and further detail, if needed. We also highly recommend adding an Alternate Partner Administrator, if possible, who can support in managing and overseeing the functional interactions between your company and Oracle. Once complete, click "Next". Note, this step does not appear for renewing partners.

    6. Verify Company Address Details and Contact Address Details. Click "Edit Information" if needed. If everything looks accurate, click "Continue".

    7. Select Membership Type and Principal Entity (you 'll see this has been pre-selected based on your initial inputs but can be changed here). Your membership level will be populated automatically based on your Principal 's membership Level. Then, read and verify the Membership Term date associated with your Principal 's membership, and click the check box to agree to the terms and conditions that govern your membership via your Principal. Click "Next".

    8. Fill out the Program and Enrollment Questionnaire – visit the "Helpful Hints" page for definitions and further detail, if needed. Click "Next".

    9. The next page confirms, that as an Associate, your membership is governed by the T&Cs agreed to by your Principal. Click "Next".

    10. Complete payment details, select payment frequency, and add your payment method by clicking "Update Payment Method" (where relevant). Note that different payment information is required depending on the Level you are enrolling in. Click "Next".

    11. Review all populated information and selections. Make any edits, as needed. Once ready, click "Submit".

    12. Once submitted, you 'll be presented with a confirmation page that recaps your submission information and will also receive a confirmation email.

    During the membership enrollment process, Partner Administrators can save and resume an enrollment later by clicking on "Save" on the bottom left of the screen.


    To resume a saved enrollment, log back in according to the guidance from step 1 and the system will bring you back to where you left off.

  • 4. How can partners pay the enhanced OPN subscription fees?

    Different payment plans and methods are available to partners depending on the Numerical Level they 've subscribed to. See the table below for details.

    NOTE: Supported payment methods vary by country. Applicable taxes are the responsibility of the partner.

    For Levels 2 and 3, partners will have the option to:

    • Pay subscription fees in full in advance of membership activation and benefit availability,

      or
    • Request quarterly payments of equal amounts beginning with membership activation and benefit availability.

    Once the subscription process is complete, Partners can expect to receive an invoice from Oracle for the payment of the Level subscription fee within 3-5 business days. The invoice will be sent to the "Bill To" contact submitted during the subscription process. To expedite processing, partners should reference their Subscription ID on their payment.

  • 5. How can new partners get access to the enhanced OPN benefits following subscription?

    Benefits and resources to support the partner’s business are made available to the partner upon activation of the subscription to OPN. The first step to begin taking advantage of program benefits is to get access to Oracle Partner Hub by registering for Partner Access. Users must first create an Oracle Account (using company email address) if they don’t have one, and associate that account to the partner’s active OPN membership. Oracle Partner Hub is the partner-only tool providing OPN members the information and access they need to leverage their OPN membership and grow their business with Oracle.

    Benefits available to partners are outlined under the respective enhanced OPN policies.

  • 6. How can existing OPN members renew their membership and transition into the enhanced OPN program?

    Oracle PartnerNetwork (OPN) membership is renewable annually and the renewal period begins 90 days prior to the existing OPN membership end date. Partners are encouraged to begin their renewal early to ensure business continuity without interruption.

    As partners begin their renewal process into enhanced OPN, here are some new key elements to consider:

    • OPN Numerical Levels: Renewing partners will have to select an OPN Numerical Level for their membership. OPN now offers numerical subscription Levels (Levels 0 and above) designed to provide differentiated benefits and resources to assist partners in engaging with Oracle and Oracle’s customers. OPN Numerical Levels provide partners the flexibility and choice to determine how best to invest in benefits and incentives that add the most value for their business.     • Enrollment in Optional Paths: Partners renewing into enhanced OPN Level 1 or above can enroll in optional Paths at no additional cost, based on their go-to-market focus areas. Optional Paths include an Industry Healthcare Path and a License and Hardware Path. Partners can enroll in optional Paths anytime during their membership term, however, the Path enrollment will be tied to the membership date. View this video for additional details.

    Partner Administrators can follow the below steps to begin the renewal process:

    1. Sign in to Oracle Partner Hub, select "Manage Membership" > "Check Subscription Status and Renew" (under Subscription Renewal box) > click "Renew" under Actions in the OPN Membership section.

    2. On the Renew Membership page, click "Begin Application", then, depending on whether you are joining OPN as a Principal or Associate, follow the steps outlined in "How can partners subscribe to the enhanced Oracle PartnerNetwork program as a new Principal" or "How can partners subscribe to the enhanced Oracle PartnerNetwork program as a new Associate" (skipping steps 1 and 2).

    3. Once submitted and approved, your renewed membership will activate on your renewal date. You will receive an email notification when your application is received as well as when your membership is activated.

    During the membership renewal process, Partner Administrators can save and resume an enrollment later by clicking on "Save" on the bottom left of the screen.


    To resume a saved enrollment:

    1. Sign in to Oracle Partner Hub, select "Manage Membership" > "Check Subscription Status and Renew" (under Subscription Renewal box).
    2. Search for the unfinished/saved enrollment in the OPN Membership section.
    3. Click "Resume" under Actions to continue and submit.

    Please take note of the following considerations for your renewal into OPN at a Numerical Level:

    • Any current OCI environments associated with your Track subscription(s) will remain active; however, usage will be billed at Pay-As-You-Go (PAYG/List) price and any unused UC Credits received with your Tracks will no longer be available. If you are planning to keep an environment active, you should immediately use your benefit to purchase Oracle Universal Credits using your Oracle Partner Credits or cash so that any billing is set at 55% discount on the rate card. If you do not plan to replenish your environment, it will remain active, and any usage will be charged at the PAYG rate.
    • Any SaaS environments purchased at 75% discount will remain active through their unique renewal dates.
    • Active Unlimited Cloud Learning Subscriptions (UCLS) will remain active through the end date of the current OPN membership. Any UCLS not previously activated will no longer be available.
  • 7. How can partners renew a lapsed OPN membership?

    Access to benefits, Expertise validity, and other program elements and agreements is contingent upon the partner being a current, valid OPN member. Therefore, ensuring no lapse in OPN membership is important to maintaining business continuity.

    In cases where partners could not renew their membership during the 90-day renewal period prior to their renewal date, partners can take action in the Oracle Partner Hub under "Manage Memberships" > "Check Subscription Status and Renew". Next steps depend on what triggered the lapse and the amount of time since the membership end date:

    1. Lapsed up to 1 year: Partners who did not submit a renewal during the renewal period will still be able to select "Renew" up to 1 year after their last OPN Membership End Date. Benefits will have lapsed during this time and will reactivate in conjunction with your new membership start and end dates. Follow instructions outlined in the "How can existing OPN members renew their membership and transition into the enhanced OPN program on their renewal date" section of this guide.
    2. Renewal declined: Partners who have applied for a renewal but not submitted payment will see their renewal declined. In this case, partners will need to select "Apply" to initiate a new enrollment and, depending on whether they are joining OPN as a Principal or Associate, follow the steps outlined in "How can partners subscribe to the enhanced Oracle PartnerNetwork program as a new Principal" or "How can partners subscribe to the enhanced Oracle PartnerNetwork program as a new Associate".
    3. Lapsed more than 1 year: If it has been more than 1 year since the last OPN Membership End Date, partners will need to initiate a new OPN membership enrollment by selecting "Apply" and, depending on whether they are joining OPN as a Principal or Associate, follow the steps outlined in "How can partners subscribe to the enhanced Oracle PartnerNetwork program as a new Principal" or "How can partners subscribe to the enhanced Oracle PartnerNetwork program as a new Associate".
  • 8. Can a partner subscribing to OPN Level 0 resell or distribute Oracle products or services?

    OPN members may be eligible to resell or distribute Oracle products or services with a published Expertise appropriate for those products or services. With completion of the necessary Qualifiers and prerequisite agreements, an Expertise may be published by a partner subscribing to an OPN Level 1 or above. Since Expertise cannot be published by a partner subscribing to OPN Level 0, these partners would not be eligible to resell or distribute Oracle products or services.

    Role Responsibilities
    Partner Administrator Responsible for initially enrolling and activating the partner 's Oracle account, which enables access to the Oracle Partner Store and to the Partner Hub; has full access to manage the OPN membership in Oracle 's systems and approves all Associate entity 's OPN enrollments; places Oracle Partner Credit orders; represents the key receiver of notifications and announcements from the Oracle PartnerNetwork and is responsible for designating other individuals at their company for certain roles in other areas. Identified by the partner during enrollment.
    Key Company Leaders During your subscription process, you'll be asked to identify two key leaders at your company. They may be your company's president, founder, majority owner, CEO, or other C-suite executive. Identified by the partner during enrollment.
    Business Development and Strategy This individual will make business decisions about your company's relationship with Oracle, including your partnership planning. It may be your CEO/Owner or the Leader of a business unit that will focus on your Oracle-related business. They will be informed of ongoing partnership opportunities to help drive mutual success. Identified by the partner during enrollment.
    Legal Contact Addresses and ensures compliance with terms, agreements, policies to enable business engagement, including the execution of the required go-to-market agreements. Identified by the partner during enrollment.
    Partner Credit Manager (PCM) Contact Responsible for managing Oracle Partner Credits and placing orders against them (on behalf of the Principal or the Associate, if allowed by the Principal).
    Technical Readiness Contact Drives acceleration of the partner 's technical readiness, assisting with trainings and environments, accessing technical benefits, getting staff skilled, certified and customer ready. Identified by the partner during enrollment.
    Oracle Cloud Marketplace Publisher Contact Creates and publishes information about the partner 's application, solution or service listing on the Oracle Cloud Marketplace, in order to market their products directly to Oracle's worldwide base of customers.
    Accounts Payable ("Bill To") Contact Facilitates excellent company credit with Oracle and ensures streamlined payment of fees to maintain business continuity. Identified by the partner during enrollment.
    Oracle Collaborative Customer Engagements (CCE) Users Will have access to Oracle 's CCE platform and will be responsible for nominating accounts for joint collaboration with Oracle. These users are managed by the Partner Administrater in CCE. (See guidance in "How can partners get access to Oracle 's Collaborative Customer Engagements (CCE) system?")
    Market Development Contact Identifies and uses Oracle's marketing tools, resources and marketing benefits to amplify market presence. Identified by the partner during enrollment.
    Sales Engagement Contact Develops sales strategies, focusing on collaboration to achieve successful customer wins with Oracle, through Oracle's sales tools, strategic sales plays and other resources that can enhance their company's competitiveness with Oracle’s solution or services. Identified by the partner during enrollment.
